Keller ISD SHAC approves minutes and adopts updated bylaws after revote

The council’s secretary confirmed that the district’s draft minutes from Dec. 16 had been posted on the KISD SHAC website; after asking for corrections and receiving none, the minutes were approved, the chair said.
Adeline presented the revised bylaws and said the working group had reviewed bylaws from five neighboring districts before drafting the current language. In response to a comment about wording and representation percentages, the SHAC made an amendment to clarify quorum. The revised quorum language, as presented, states that "quorum will include parents or legal guardians, community members, and district personnel appointed by the board of trustees. A quorum must be established for voting on an action at the SHAC meeting."
Because the change expanded membership used to compute a quorum, the group performed a revote using a QR-code ballot to confirm the bylaws with the new language; one organizer noted the revote was necessary "because of the change with the addition of 8 people." When results were tallied later in the meeting the presenter announced the bylaws received a "yes" and were confirmed.
The chair also asked for volunteers to serve on a minutes-review committee; members who agreed included Jennifer Erikson, William (last name not specified in transcript) and Stephanie O'Dell. The council noted it had a quorum for the Feb. 10 meeting and that having the secretary and parliamentarian present allowed formal voting.
The group moved to breakout sessions after bylaws adoption and a lengthy Hope Squad presentation. The SHAC plans to capture group notes from breakout sessions and forward questions to district staff for follow-up, the chair said.
