East Bethel moves to schedule public hearing on ending dog‑license requirement

Staff and council members said current compliance is low, the city does not charge for tags, the city does not actively enforce licensing and that microchips and social media increasingly return lost animals to owners faster than licensing procedures did in the past.
Gary described a legal example from another city (Ramsey) in which a loose dog biting a child produced a lawsuit naming the city; he raised that as context for liability considerations. Councilmembers discussed that existing ordinance text appears in two places (chapter 10: animals; sections on dangerous dogs and rabies control) and that removing the license requirement would require amending those sections.
Councilmembers instructed staff to schedule a public hearing to consider eliminating the dog‑license requirement and to prepare the ordinance edits and public‑hearing materials. Staff confirmed the change would likely require amending two parts of the city code and a public hearing.
No formal vote was taken at the work session; councilmembers gave direction to proceed with preparing the ordinance language and scheduling the hearing.
