Planning staff explained the annexation request is intended to allow the property owner to connect to the town water line after their private well failed; the parcel is inside the town’s extraterritorial jurisdiction (ETJ) and is zoned RA, which allows a single‑family home. Mr. Coates summarized that there is an existing water line in the street and that once annexed the property will be eligible for town services including refuse, recreation programs and police response.
The applicant did not appear at the hearing and no members of the public spoke for or against the annexation during the hearing. A motion to approve the noncontiguous annexation and adopt the attached ordinance was made from the dais and approved by voice vote: “All in favor? Aye.” The board did not read a roll‑call vote into the record.
No rezoning was requested with the annexation; the property remains RA in land‑use classification. Staff said the primary need for annexation was access to town water because the well on the property had failed.
