Senate sets procedural order for House supplemental budget bill H 58, schedules amendment deadlines

The Massachusetts Senate, meeting informally at the State House, set procedural orders for House bill making appropriations for fiscal year 2025 (House No. 58), suspending rules to allow immediate consideration and scheduling the bill for further Senate action.
Senator Char moved and the Senate agreed to suspend the rules so the matter could be considered forthwith. Senator Roberts then offered an amendment to strike the bill’s entire acting clause and insert the text contained in Senate document number 16. The Senate adopted an order that, notwithstanding Senate Rule 7 or other rules to the contrary, House No. 58, as amended by the recommendation to replace its acting clause with Senate document 16, be placed in the orders of the day for a second meeting on Wednesday, Feb. 12, 2025.
The order set an electronic deadline for filing amendments in the Senate clerk’s office at 2:00 p.m. on Tuesday, Feb. 11, 2025, and directed that all such amendments be treated as second-reading amendments to the proposed new text (Senate No. 16). The order also specified that, after placement on the third meeting, no amendment would be in order at the third reading except as recommended by the Committee on Bills in the Third Reading.
Senate officers announced the order was adopted by voice vote (“the ayes have it”) after the rules suspension and order adoption were moved without objection.
Separately, Senator Collins moved that the Senate adjourn in memory of Christian Jose Hidalgo Barros, a child who died after a diagnosis of neuroblastoma; the motion prevailed and the Senate observed a moment of silence. The Senate adjourned to meet in formal session on Wednesday next at 11:00 a.m. with the calendar.
