Judiciary committee holds energy items as placeholder; plans further work with governor and agencies

The Senate Judiciary Committee advanced two energy-related items to serve as legislative vehicles while broader energy policy discussions continue in the House and Senate.
Chairmen said the subcommittee has been meeting on energy issues and that the items — one labeled S12 (a narrow bill) and a joint resolution sponsored by Senator Davis and others — are intended as placeholders or potential vehicles for future, larger proposals. Committee leaders and staff signaled continued coordination with the governor’s office, the Office of Regulatory Staff (ORS) and other legislative committees working on energy policy.
"My intent here, getting it out of the subcommittee, is not necessarily to advance it today, but we need a placeholder, for a bill to become the vehicle of whatever we end up doing," the chair said. Committee members agreed to carry the items forward and to continue work with stakeholders and other committees. No substantive floor votes on policy specifics were taken during the session.
The committee recessed after advancing the energy items as placeholders and indicated more hearings and stakeholder engagement will follow.
