Delegates on Feb. 7 discussed a proposal to authorize an automated noise-abatement monitoring system for the City of Frederick, modeled on pilot programs in Montgomery County and Prince George’s County.
Delegate Delia Ferrer (listed on the record as Delegate Fair) described the technology as analogous to speed cameras but calibrated to measure decibel levels. She said the system records a photo or video of a vehicle when it exceeds configured noise thresholds; a sworn officer would review the recording and, if the vehicle is out of compliance with city noise code, issue a citation.
Delegates asked for more detail about the impetus and implementation. Delegate Boucher asked whether the complaints stemmed from weekend or late-night street activity such as drag racing on Market Street; Ferrer said residents had raised concerns about altered mufflers and engines causing amplified noise in tightly packed downtown streets, including late-night disturbances that affect children’s sleep. Delegate Miller said earlier authorizing legislation prompted concerns about implementation details and requested city officials—such as the mayor or a city council member—to provide testimony at a future delegation meeting.
Delegates noted the proposed change would add the City of Frederick to a law that already authorizes pilot deployments in other counties; the delegation did not vote on the measure and left further action pending additional information from city officials and sponsors.
