Staff said the site—a prominent corner near Cedar Shoals Drive—has underused land and could support redevelopment consistent with the county’s growth concept for Gaines School Road, which the staff noted could become a more activated corridor over the next 20 years. The applicant’s concept plan shows a roughly 3,700‑square‑foot single‑story medical/urgent‑care building with parking to the side and rear and a stormwater pond at the front. Staff recommended approval while noting the proposal is only partially consistent with the Main Street business character in the future‑land‑use map because the concept, as submitted, places a stormwater pond and separation between the building and the street; staff recommended revisions during technical review to bring building placement and architecture into alignment with the Gaines School Road corridor overlay.
Representatives for the applicant said they had coordinated with staff and an arborist on tree species for the site and were prepared to add sidewalks, bike parking and street trees, and to plant compatible trees within the stormwater pond where possible to improve shade along the corridor. Commissioners asked for and received assurances that final plans would comply with the corridor overlay’s design intent; staff said technical review will require building placement, façade changes and enhanced sidewalk connectivity to meet overlay standards.
Commissioner Kristen moved to approve the dissolution of the PD and return to base commercial office zoning with the technical corrective actions noted in the staff report; the motion passed on roll call and was recorded as approved by the commission.
Staff noted the site’s redevelopment would bring health services to a neighborhood area near schools and residences but also encouraged future design revisions to ensure the project supports a more walkable, shaded Gainesville School Road corridor. Final site and building approvals will be completed through standard permitting and technical review.
