Resident urges in-person public comment and questions library remodel logistics

Resident Bill Lyle addressed the council twice during the meeting: once during the bond item and again during general public comment. Lyle, a long-time downtown property owner, told council members he was concerned that right-of-way work for downtown Plano had been removed from the bond package and urged the city to use TIF or capital funds as a catalyst for downtown redevelopment.

At the later public-comment segment, Lyle criticized the city’s remote public-comment procedure and asked that in-person public comment be scheduled at predictable times so residents can attend. He also challenged staff information about logistics for moving library shelving during a remodel, saying staff had provided “false information” about the efficiency of removing and reinstalling fixtures and that the handling requires specialized equipment and labor.

Lyle said in part, “Having an opportunity to address our elected officials in the public square is just a fundamental part of running a transparent open government,” and added that the technology approach for public comments has made participation more difficult for some residents.

Council members responded to Lyle’s earlier concern about downtown right-of-ways by saying staff is exploring alternative funding sources (such as TIF and capital maintenance funds) and that additional discussions on city-owned land and future plans could follow if bond propositions such as a police headquarters are approved.

No formal council action was taken on the public-comment items during the meeting; councilmembers and staff acknowledged the concerns and signaled willingness to bring further discussion to future agendas if needed.
