Joint committees advance commuting measure with technical amendments and appropriation placeholder

In a joint session of the Senate Committees on Labor and Technology and Transportation, Culture and the Arts on Feb. 10, lawmakers recommended passing Senate Bill 396 with amendments. The committees said they would add a defective date, technical edits and appropriate appropriation language with the specific amount left blank for later determination.
Testimony on SB 396 included comments from the Department of Human Resources (DHIRD), the Climate Change Mitigation and Adaptation Commission, the Hawaii State Energy Office, the Oahu Metropolitan Planning Organization and DAGS Comptroller; witnesses generally stood on written testimony and some expressed support. Chair and vice‑chair votes were recorded in committee, and the recommendation to pass with amendments was adopted by the joint panels.
Committee chairs indicated the vehicle will be edited for technical issues and the appropriation amount will be filled later as discussions continue.
