Maryland House adopts committee appointment; reads multiple bills on first reading

Maryland House of Delegates members in Annapolis adopted an appointment and advanced several bills on first reading during the Feb. 6, 2025, floor session.

The chief clerk read a formal appointment naming Dylan Baylor to the Environment and Transportation Committee, and, "Hearing no objection, the appointment is adopted," the presiding officer said, placing Baylor on the standing committee that handles transportation and environmental matters.

The action matters because committee assignments determine which standing committees will consider bills for hearings, amendment and eventual floor consideration. Several bills on the consent calendar were also given their first reading and sent to committees, an administrative step that moves legislation into the committee review process.

Sylvia Seager, the chief clerk, read the appointment into the record: "Resolved that the speaker makes the following appointment: The honorable Dylan Baylor to the Environment and Transportation Committee." The presiding officer then announced the appointment's adoption by unanimous consent.

During routine consent-calendar business, the majority leader asked that grouped introductory house bills be read; the House recorded multiple first readings and referrals by voice consent. The transcript records consecutive consent-calendar actions reading bills in batches (for example, a batch described as "House bills 12 17 through 12 59," and later batches identified by similar number ranges) with each set read for the first time and referred to the appropriate committees without recorded objection.
