Toledo staff report progress on comprehensive plan; draft memos posted online

City staff and consultants told the Toledo City Council the comprehensive plan process is underway, with outreach summaries and an existing-conditions memo being posted to the project website and a final plan expected in the fall.
Hillary Dixon, a city representative, told the Toledo City Council on Monday that outreach and technical work on the city’s comprehensive plan are moving forward and that the final plan is expected to be completed in the fall.
Dixon said consultants conducted community engagement sessions in October, summarized those sessions on the comprehensive-plan website, and used the results to compile an existing-conditions memo that city staff has reviewed. "The House of Levine staff were here in October to do community engagement sessions," Dixon said. "Those outreach sessions are all summarized on the comprehensive plan website under documents." She said consultants are finalizing a vision, goals and future land-use memo this week and the planning commission will review the memos at an upcoming, properly noticed meeting.
The presentations and documents are posted on a web page linked from the city website and are intended as the primary public communication channel for updates. Dixon said the existing-conditions memo is awaiting a few map changes before it is added to the site. She also told the council that the next step is the vision and future land-use memo and that the planning commission will reconvene in February to review the materials.
A councilmember asked whether a public forum is planned beyond the planning commission meeting; Dixon said she understood the February session to be a formal planning commission meeting and that there was not a separate forum planned. The councilmember also asked whether the watershed project discussed previously is included; Dixon said watershed material appears in the existing-conditions work and in separate reports.
The report provides schedule information and channels for public review; Dixon repeated that the comprehensive-plan website is the best source for the most up-to-date materials and that the plan will be completed in the fall.
