The annexation drew a public comment from Tom Mathias, a member of the Town of Verona town board, who told the council, “You have a letter from us regarding the annexation petition for parcels along the West Side Of Country View Road.” The Planning Commission on Feb. 3 recommended approval by a 6-0-1 vote, with one member abstaining, contingent on the execution of an annexation agreement.
The ordinance was moved by Alder Posey and seconded by Alder Lytle. Alder Harrison abstained from the final vote; the motion passed.
City staff described the petition materials and who signed them. A staff member said, “It's my understanding that the the applicant was a bank who owns the properties, but the electors represent the people who actually live there.” The council discussed whether a separate policy discussion about extending city water service to existing town residents would be needed; council members and staff clarified that the annexation vote itself was limited to the petition before the body.
Council discussion included procedural questions about the petition signatures and whether the electors listed in the application represented residents on the parcels. The staff member said the electors shown in the application were the people living on those parcels and that the required elector signatures were provided.
