The Planning Commission unanimously approved minutes for Oct. 23, 2024 and Nov. 13, 2024 and passed the consent agenda, which included a conditional use request (PLN PCM 2024‑01189) for an accessory building at the Church of the Nazarene at approximately 1099 West 800 South.
During the open‑forum portion of the meeting — an item for commissioners to raise planning or zoning issues not on the agenda — a commissioner asked staff to initiate a petition to change the city’s alley‑vacation standard so that alleys that have been legally or physically blocked for a long time could be vacated without the current “lack of use” standard automatically preventing the change. Staff said they would add the petition request to a future business agenda for discussion.
Commissioners also debated whether it is appropriate to discuss general policy concerns (for example, standards for elevation, preservation districts or alley‑vacation policy) while a specific application is being considered. Several commissioners said they often raise generic concerns to put them on the record and to alert staff; others cautioned against veering off standards tied to an application.
