Council reminded to file annual conflict-of-interest disclosures under HB80

City staff told the Millcreek City Council that state law enacted as HB80 requires incumbent municipal officeholders to file an annual written conflict-of-interest statement covering the prior calendar year.
John Grama, who staff identified as the city recorder, told council members the filings are due by Jan. 31 and that the city recorder will post an electronic copy on the municipal website within 10 days of receipt and provide a link to the lieutenant governor’s office. Grama said filings remain posted on the municipal website for the full year.
Staff explained basic disclosure thresholds discussed at the meeting: an investment or source of income that produces $5,000 or more during the reporting period typically triggers a disclosure requirement, although interests managed through third-party mutual funds do not. Grama said the annual conflict form is separate from campaign finance reports and that the city will distribute forms to council members; he said he planned to collect completed forms at the council retreat.
Council members asked clarifying questions about whether disclosures include spouses or family. Grama said the annual statement applies to the officeholder’s reportable interests, and staff offered to provide the statutory language for questions about family or spousal reporting rules.
