The Holladay Planning Commission voted Jan. 7 to forward a preliminary plat for Holiday Cottages, a nine‑unit townhouse subdivision at 4821 South 1740 East, to the City Council with conditions to be met before final plat recordation.
City staff said the subdivision aligns with a previously approved site plan for the addition of nine townhome units. The subdivision would convert the nine units into individual legal parcels in the RM zone; staff told the commission the site has fire access approval from the Unified Fire Authority and on-site stormwater retention consistent with requirements.
Brad Reynolds, the applicant, told the commission he had added four additional parking stalls after earlier review and had obtained permits from Salt Lake County flood control, the U.S. Army Corps of Engineers and the state engineering office. He described unit finishes and said the homes are about 1,600 square feet on three floors; he said the project aims to be relatively more affordable while retaining finishes such as stone and hardy plank siding.
Commissioner Cunningham moved approval of the preliminary plat application by Brad Reynolds for Holiday Cottages; Commissioner Roach seconded. The motion set conditions including recorded CC&Rs for maintenance of common areas, stormwater retention, and access, and required final plat administrative review and approval by the Community and Development director following a positive written recommendation from the Technical Review Committee (TRC). The commission voted unanimously to forward the application to City Council.
The commission specifically required that CC&Rs be submitted prior to final approval and that final plat administrative review be completed within one year and in accordance with code section 13.1a0.07e. The commission’s recommendation will be included in the City Council packet when the council considers final plat recordation.
