As staff put it, they are "adopting by reference" certain state code provisions to make municipal enforcement clearer and easier for officers and prosecutors.

- Adoption by reference: staff proposed adopting many state criminal code provisions where the state statute is the primary citation used by police and prosecutors.
- Retained local provisions: staff recommended keeping several city‑specific provisions (for example, targeted residential picketing/expressive activity close to schools, certain disorderly conduct and curfew provisions) because those provisions, staff said, provide local protections and operational clarity.
Title 11 highlights
- Traffic and vehicle definitions: staff proposed updated definitions for electric and low‑profile motorized vehicles and added a rule set to clarify where certain unregistered or non‑street‑legal motorized devices may be permitted or restricted.
- Parking and neighborhood programs: staff said they had consolidated some parking provisions and would bring a clean, consolidated copy of Title 11 back to council; they noted a new front‑yard material provision and flagged the need to align landscaping/land‑coverage rules with parking allowances.
Council direction and next steps
Council asked for a clean consolidated draft because different working copies circulated during the meeting. Staff said they would produce a single control copy that incorporated the council's edits; once the council is comfortable with the consolidated draft, staff will schedule the required public hearing(s). Staff also said they would delay the effective date of any adopted changes to allow court software and other administrative systems to be updated.
Timing: staff proposed bringing results to the planning commission and holding a public hearing in late February/early March depending on the council's review schedule.
Ending: The council did not vote on the code changes at the Jan. 9 session; staff will return with a consolidated, redlined clean copy for further review and a planned public hearing schedule.
