Council approves Warhorse Ranch zoning amendment, limits development to four lots (Ordinance 16-32)

The Draper City Council voted unanimously to adopt Ordinance 16-32, a zoning map amendment and development agreement that rezones roughly 4.44 acres at 12741 and 12751 South Costanza Way from A-5 (five-acre minimum lots) to RA-2 (residential agricultural, 20,000-square-foot minimum lots) and limits development of the two parcels to a total of four lots.
Todd Taylor, city planning staff, told the council the development agreement would allow a reduced right-of-way width on the portion of Costanza Way immediately north of the subject parcels and would remove the sidewalk requirement from that segment. "The planning commission heard this on October 10 and forwarded a positive recommendation to the city council," Taylor said during his presentation.
Applicant Chad Evans, who owns one of the properties, told the council the families intended to keep the site low-density to preserve the existing rural character and neighborhood trail access. "We're doing this for basically two reasons. State family planning is number one... we want to preserve that feeling of friend and family," Evans said, describing the proposed four-lot plan and local trail use.
After a brief public hearing with no public comment, a council member moved to approve the ordinance and another council member seconded. The ordinance passed on a 5-0 roll call. The development agreement allows conceptual placement of four lots as shown in the submitted master plan and removes sidewalk requirements for the specified segment of Costanza Way.
Ending: The development agreement also constrains future development to the four lots and sets the reduced right-of-way width in the roadway section adjacent to the parcels; staff will process subsequent subdivision and building permits under the approved zone and development agreement.
