The recommendation came after a presentation by Dan Tracer, a city staff presenter, who described the update as an expansion of a program adopted in 2016 to ensure the city receives properly installed materials and infrastructure on public and dedicated projects. Tracer told commissioners, “concrete's really, really complicated,” and walked through the kinds of lab certifications and testing the manual now requires for concrete, asphalt, water lines and ADA ramps.
