Oakdale council OKs $36,300 contract to repaint Gene Bianchi Center trim

The resolution, presented by a staff member, authorizes the purchase from the facility maintenance fund (fund 540). The work covers window and entrance trims, gutters and pillars; the contract is for trim only and does not include wall painting or the three powder-coated benches outside, for which the city did not receive a quote.
The staff member said, “It is a resolution authorizing staff to contract with Joaquin Painting to paint the trim at the Bianchi Center…for the amount of $36,300. It's coming from facility maintenance fund 5 40.” Council members noted the lowest bid included both interior and exterior trim work. The presenter told the council city staff solicited three bids and recommended Joaquin Painting because it was the lowest bidder for interior and exterior trim combined.
Mayor Barrios asked about changing the green color used on parts of the building and requested the council see color options before work begins, saying, “Can we get some other colors on that and then bring it back to council?” The staff member responded that the quoted price would remain the same regardless of color and offered to bring color samples back to the council for a selection at a later date.
Council members confirmed the scope: trim only, interior and exterior; benches are not included in the price. The council approved the contract by roll call: Mayor Pro Tem Smith, Council member Gilbert, Council member Potassie, Council member Kettering and Mayor Barrios all voted yes.
The contract specifies repainting and surface preparation (sanding, scuffing and sealing) to address peeling and water-damaged trim. Staff noted the work was budgeted in the current fiscal year's facility maintenance fund.
The council directed staff to obtain color mock-ups and present options for final selection prior to completion of the contract.
