County engineer brings landfill geomembrane bid call and guardrail contract to commissioners; WSDOT jurisdiction study discussed

Susan Eugenis, Cowlitz County engineer, updated commissioners on several public-works items scheduled for the next meeting and on longer-term roadway-jurisdiction issues.
Eugenis said a call for bids for geomembrane used at the landfill will open Wednesday, Feb. 26 at 1:30 p.m. She also reported that the contractor selected for the 2024 unit-price guardrail installation and repair has returned executed paperwork, bonds and required documents and the county is ready to sign the contract and hold a preconstruction conference. Eugenis said the contractor aims to begin work right after Presidents Day because the county has “a lot” of guardrail repairs to address.
On jurisdictional questions, Eugenis briefed the board about an ongoing Joint Transportation Committee study that is looking to modernize the process for which roadways the Washington State Department of Transportation (WSDOT) or local governments should maintain. She said the study could recommend changes to individual routes (for example, shortening state routes where main movement follows alternate corridors) and that some turn-back decisions go to the legislature. Eugenis noted city hardship and turn-back assistance programs exist to help smaller jurisdictions with unusual maintenance burdens.
Commissioners asked whether the county can request a jurisdiction change; Eugenis said the study will clarify the process and that jurisdictions and the legislature participate in decisions. No formal contracts were signed during the meeting; the guardrail contract was described as ready for execution.
