The Chowchilla City Council on an otherwise routine afternoon approved a resolution establishing a three-person internal review committee to evaluate proposed downtown paint and trim schemes, city staff said.
City staff told the council that the downtown design guideline update — previously discussed at an earlier meeting — needs a consistent administrative review process because color and trim choices can be subjective. The committee will include a representative from the community development department (or a designee), the community economic development director (or designee) and Stacy (or a designee) from the administrative/finance area, staff said. The resolution was accompanied by a notice of exemption, as printed in the staff report.
Staff said the change responds to council direction at a prior meeting and is intended to ensure applications for exterior paint and trim colors adhere to the updated guidelines without requiring repeated full council review. The staff presentation emphasized that the review is administrative and intended to reduce ambiguity over acceptable color combinations.
Councilmembers moved and seconded the resolution; the roll call recorded unanimous votes in favor. No members spoke in opposition during the discussion. The council did not add public or outside-membership seats to the review panel in this action, and staff indicated the item returns only as an administrative implementation step.
The new internal review team will begin applying the updated guidelines for downtown alteration and signage proposals, staff said. The resolution and its accompanying notice of exemption were adopted by roll call.
