Mid Valley Disposal reports SB 1383 compliance, names Tacos L O recycler of the year

Billy Hansen, recycling programs manager for Mid Valley Disposal, told the Chowchilla City Council on Jan. 14 that the company completed a series of outreach and compliance activities in 2024, including contamination monitoring required by SB 1383 and site visits to every business and multifamily property in the city.

Hansen said Mid Valley’s recycling coordinator, Fernando Botello, completed in-person site visits for all large generators and multifamily properties to verify container types and provide required education. The company distributed more than 8,000 educational flyers and provided required education to the city’s tier 1 and tier 2 edible food generators, Hansen said.

The presentation included an SB 1383-style contamination sample: staff reviewed 5% of stops on each of 35 routes. Mid Valley inspected 353 organic containers (20 contaminated, about 5.7%), 413 trash carts (31 contaminated, about 7.5%) and 398 recycling carts (20 contaminated, about 5%). Hansen said the firm also issued 66 “good job” tags as vouchers for countertop organics pails to households that correctly sorted materials.

Hansen announced the chamber awards banquet presentation of the company’s Recycler of the Year award for Chowchilla: Tacos L O, which the company selected because the business adopted food-waste and recycling separation immediately and showed no record of contamination.

Hansen asked the council to invite Mid Valley to more city and chamber outreach events so the company can expand public education efforts.

The presentation did not include a formal council action. Council members asked no substantive follow-up questions during the meeting.

Ending: Mid Valley Disposal said it will present the Recycler of the Year award at the Chowchilla Chamber Awards dinner on Jan. 25 and requested additional invitations to city outreach events to expand education efforts.
