The Clayton City Council on Feb. 4 authorized the city manager to negotiate with 3 Putt Development LLC for the potential sale of two surplus city parcels (located east of Clayton Road near Peacock Drive). Council voted 5-0 to allow staff to proceed and to discuss terms in closed session.
City Manager Chris briefed the council on the parcels: two lots total about five acres, approximately 3.45 acres of usable land, with no direct street frontage because the parcels sit behind curb and gutter and would require access across adjacent property owned by 3 Putt. The council had declared the parcels surplus on May 20, 2024; staff said notices were sent and no affordable-housing developer expressed interest during the required 60-day period. On Jan. 15 the city received confirmation from the California Department of Housing and Community Development (HCD) that the Surplus Land Act requirements had been satisfied.
"The authorization would allow the city manager to enter in a negotiation for the sale of the property to 3 Putt development, given that there is no legal access to the property other than through his currently held property," the city manager said. Councilmembers said the transaction could add residential inventory to help meet housing needs required under state timelines.
The council voted to authorize negotiations and to adjourn to closed session later in the evening to discuss negotiation terms. The motion passed on a recorded roll call: Council Member Diaz: yes; Council Member Ania: yes; Council Member Tillman: aye; Vice Mayor Juan: aye; Mayor Troopiano: aye.
Next steps: The city manager will negotiate terms with 3 Putt Development and return to council with a recommended agreement for consideration; staff indicated the closed-session discussion that night would cover the council's direction on negotiation terms.
