City manager updates include CCLIP kickoff, trail agreements, state hearings and community events

City Manager Josh provided a multi-part update to the Arkansas City Commission covering streetwork, trail agreements, pending state legislation and community events.
Josh said the CCLIP kickoff meeting is scheduled for Feb. 6 at 10:30 a.m. and that this year's CCLIP project will mill and overlay Madison from Eighth Street to the Arkansas River bridge; final construction is expected during asphalt season between March and June after the contractor sets a date. He also said the state and city agreements for the hike-bike trail are complete and the city is awaiting a contractor schedule.
On the legislative front, Josh said Senate Bill 86 (a Heartland Flyer funding hearing) will be heard Feb. 6 at 10:30 a.m., and he provided written testimony. He said Senate Bill 117 addresses language related to Struthersville and property-tax issues and would be presented to the Senate Commerce Committee in early to mid-February.
Josh also reminded commissioners of community events and recognitions: invitations to the Cherokee Strip Land Museum open houses (Feb. 7 or Feb. 11), the SCK Health Foundation gala on March 1, a Humane Society fundraising gala ("Wags and Whiskers") on April 5 and that HR director Marlon McFarland will be honored at the Wichita Business Journal HR Professional Awards on Feb. 13. He said a table of seven is available for the awards event and asked commissioners to let staff know by the end of the next day.
During commissioner reports, one commissioner raised a citizen question asking whether donations listed in obituaries that name the Humane Society reach that organization and whether there is accountability; the commissioner said donations appear in budget line items and asked staff to follow up. Josh said he would ask staff (Randy) to check into the matter and report back.
Other remarks included commissioner praise for the Creekstone site and the Cherokee Strip Land Museum improvements; these were anecdotal and informational. No formal commission action was recorded on these updates during the meeting.
