At the Feb. 4 Cheltenham School District Facilities Committee meeting, district staff reported the district has received a facility improvement grant from the state that would reimburse 75% of eligible costs up to $1,000,000 and described a planned change order to ensure the district can capture the full grant.
Staff said the original roof scope was bid at $1,100,000, below the $1,300,000 threshold they believed necessary to qualify for the full state grant. To reach the threshold, staff recommended adding an adjacent roof section—identified in the presentation as Section 21—bringing the bidable scope to the level needed for full grant eligibility. The presentation said the change order to add Section 21 is estimated at $303,000, which would bring the total roof project to about $1,400,000 and allow the district to seek approximately $1,000,000 in state reimbursement.
A committee member asked how Section 21 was selected. When asked, staff explained the choice was driven by location and mobilization efficiencies: adding that section avoided the additional mobilization costs that would result from setting up a separate work area on a different roof section, which would have increased cost per square foot.
The committee was told the change order will be brought to the full board for approval as a formal change order before the district submits the grant reimbursement request; no board action on the change order occurred at the Feb. 4 Facilities Committee meeting. The presentation referenced Section 21 as adjacent to two sections previously approved for repair near Stratton Hall.
The committee did not take a formal vote on the change order at the meeting. Staff indicated they will present the change order and supporting bid information to the board for formal approval and subsequent grant reimbursement processing.
