Daniel Kirschberg and the design team presented the Albany Capital Center Authority’s proposal to expand facilities at 120–126 State Street, including a roughly 57,499‑square‑foot addition, a 2,316‑square‑foot pedestrian bridge across Howard Street and a new courtyard connecting the expanded space to the existing convention center.
Presenters discussed stormwater management strategies including blue roofs designed to retain stormwater and an on‑site storage chamber to reduce combined‑sewer impacts. The project team said they expect an accelerated construction schedule and estimated about 18 months for major construction, with a detailed maintenance‑of‑traffic plan to preserve pedestrian access and coordinate staging.
Planning staff said the project lies in historic and archaeological overlay areas and requires a certificate of appropriateness review and potential easement agreements for the pedestrian bridge. The board voted to declare the Planning Board lead agency for SEQR coordinated review. Staff and board members asked operational questions about pedestrian access and how the expanded facility will integrate into downtown event circulation; the project will return with department comments and a public hearing at a later date.
