Albany holds public hearing on Salsa Latina cabaret license application

City of Albany officials held a public hearing on an application for a cabaret license for Salsa Latina, a restaurant at 579 New Scotland Avenue. City Clerk Shaniqua Jackson presided and questioned the applicant, who identified himself as Urbano Janos, the owner of Salsa Latina.
The owner said the establishment is open and listed a maximum occupancy of "60%" and about 2,200 square feet for both sides of the premises. Janos said the restaurant has soundproofing and plans to offer entertainment such as a DJ or small acoustic performances. He said entertainment would generally occur in evening hours; the applicant and clerk cited Thursday entertainment roughly 7 p.m. to 9 p.m. and Friday and Saturday entertainment roughly 7 p.m. to 10 p.m. Janos said the restaurant will sell alcohol during entertainment hours and that the business holds a liquor license but the owner did not have a copy at the hearing and offered to email it to the clerk: "I would but I don't have with me right now so I can email you." Janos also said the establishment would not deploy security during entertainment hours.
Jackson said the cabaret license application will be reviewed by multiple City of Albany departments before a final determination: the Albany Police Department, the Albany Law Department (corporation counsel), the planning department, the Division of Building and Regulatory Compliance, the Albany Fire Department and the applicant's common council member, Hon. Deborah Zamer. She asked that the applicant keep the public hearing notice and the ordinance posted at the establishment until the review is complete. The clerk closed the hearing without any vote or final action; the application remains under administrative review.
No history of noise complaints or local, state, or federal violations was reported at the hearing. The owner answered clerks' questions about hours of regular operation as Monday through Thursday 11 a.m. to 9 p.m., Friday 11 a.m. to 10 p.m., Saturday noon to 10 p.m. and Sunday noon to 8 p.m. The clerk repeated that department reviews are part of the issuance process and that the final determination will follow those reviews.
