The applicant described program uses — a family neighborhood resource center, food pantry, youth development and elder exercise programs — and said the project would include a green roof, a glass connector to the existing building, and a phased construction plan to keep services operating. Trinity Alliance representatives said construction is anticipated to take about 26 months and that they had secured multiple funding sources, including a recently awarded EPA community‑resiliency grant and other public funding listed in the project materials.
Planning staff summarized outstanding technical comments: project referral history (zoning map amendment previously approved), the project requires an additional use permit, and staff recommended coordination among state funders (HCR, EDA) and city departments. The board voted to declare the Planning Board lead agency under SEQR and initiate coordinated review for the project. Board members asked follow‑up questions about parking, curb cuts, traffic circulation and staging; staff and the applicant said they would provide additional materials and that some design changes were likely as departmental comments are addressed.
