Harbor commission hears vendor presentation on trial security cameras; placement and permissions still unresolved

Vendors demonstrated capabilities of a cloud-linked camera system being trialed at the Depoe Bay harbor during the Harbor Commission meeting on Jan. 29, 2025. The presentation showed automated motion clips, people- and object-search tools, night-vision feeds and a license-plate-capable “bullet” camera proposed for the pay-kiosk area.
The presentation matters because commissioners are weighing whether to expand the trial into a full system covering parking, docks and the fish-cleaning station — areas where commission members said they want stronger deterrence against vandalism and unauthorized use.
Roy (Powermaster) introduced the item and described early talks with the Coast Guard about whether additional cameras could be sited on or near Coast Guard property. Kyle, an account manager for LTT Partners, and Jared, LTT’s solutions engineer, walked commissioners through the product portal and visual mapping of proposed camera fields. Tory (Verkada account manager, manufacturer) summarized manufacturer licensing and warranty terms.
Jared demonstrated the vendor’s motion-history interface and a people-analytics search that can filter clips by clothing color, backpacks or gender appearance. He showed a 24-hour timeline with highlighted motion events to speed investigations. Tory said the vendor’s “AI-powered” search and people-of-interest alerts are included in device licensing; Jared added that the cameras can be configured to send text, email or push notifications when a person of interest is detected.
On hardware and maintenance, Jared said LTT will warranty its installation work and that Verkada provides hardware warranties; any replacement after vandalism or physical damage would be the city’s responsibility unless covered by warranty. "If it's something that was our fault ... we'll make it right," Jared said. Tory noted that Verkada’s licensing is per device with term options of one, three, five or 10 years; the proposal LTT prepared used a five-year license as a typical option.
Commissioners raised siting, scope and permissions. Roy and Jared said camera placement will depend on available poles, buildings and permission from property owners; one proposed bullet camera at the pay kiosk was described as capable of reading license plates for vehicles approaching the ramp. Commissioners asked about pan/tilt/zoom capability; Jared said the dome trial cameras are fixed-image with digital zoom, while PTZ units are available for active pan/tilt/zoom control if chosen.
Privacy and jurisdictional limits were discussed informally: Roy said he had asked the senior Coast Guard chief to check higher-level permissions for surveillance over Coast Guard access points. Casey (Deputy) was noted as already performing parking enforcement at the kiosk; commissioners said enforcement and camera use would be coordinated with existing patrols.
Next steps recorded in the meeting: LTT, Verkada and city staff will reconcile camera placement on the commission’s site maps, refine a written quote and bring placement/permission options back to the commission for further review. No procurement decision or formal vote was taken.
Ending: Commissioners asked staff to circulate the vendor’s photos and the marked-up placement map and to return with cost and licensing options. The vendors and staff agreed to follow up and provide a refined proposal for the commission to consider at a future meeting.
