Council approves Heffley Farm rezoning on second reading, annexes Barrow Development; reappoints members and forms future funding committee

Hopkinsville City Council on Jan. 21 approved a package of zoning, annexation and administrative actions, including a second‑reading rezoning ordinance for property at 3645 Russellville Road, a first‑reading annexation for Barrow Development LLC, multiple board reappointments and the reestablishment of a Future Funding Review Committee.
On ordinance O2‑2025 (Heffley Farm rezoning), council approved on second reading an amendment to the zoning map for property identified in the ordinance as parcel ID 1390000004 at 3645 Russellville Road. The ordinance directs that the parcel be rezoned in portions to industrial, agricultural transitional and arterial commercial districts as described in the ordinance’s exhibit. The motion to adopt O2‑2025 on second reading was moved by Council member Travis Martin and seconded by Council member Don Marsh; the roll call resulted in the ordinance passing on second reading.
Council also approved ordinance O3‑2025, a first reading annexation of approximately 14.4966 acres into the city limits for Barrow Development LLC (an apartment project near Lafayette Road and the stadium). The annexation ordinance states that a service‑delivery plan and city taxes will be in effect after publication and statutory notice; the motion passed on first reading.
Administrative actions approved by vote included reappointments: Kelly Workman to the Surface and Stormwater Utility Board (term through 12/31/2028); Thomas Jones to the Pennyroyal Solid Waste Management Authority (term through 12/31/2028); and Faye Hendricks to the Board of Zoning Adjustment (term through 12/31/2028). Council also reestablished a Future Funding Review Committee (executive order), listing council members Amy Craig (chair), Jason Bell, Chuck Crabtree, Don Marsh, Travis Martin, Clayton Sumner and Michael Velez as members; the committee will be staffed by the city administrator and the chief financial officer and will expire on 06/30/2026 unless reestablished.
Other routine actions included approval of the Jan. 2025 meeting minutes (voice vote) and various motions and second readings handled during the meeting. Where roll calls were held, council recorded votes in favor and the measures passed as noted on the minutes.
