Council approves $19,654.92 amendment to Founders Parkway engineering contract; confirms Sunflower Lane will not connect

The Andover City Council on Jan. 28 approved Amendment No. 1 to the TransSystems engineering services agreement for the Founders Parkway project (Andover Road to Sunflower Lane) in the amount of $19,654.92.

Jolene presented the amendment as a change to the scope of services from the original August 2022 agreement. The additional work described includes survey work related to acquisition of Enterprise Bank property, tie-in survey work for the heritage parcel, and a traffic-signal warrant/analysis for the intersection at Andover Road. Jolene noted the traffic analysis was prepared by Les Mangus, who was out of town and had prepared the intersection materials.

Councilmember Mike asked whether the phrase “tie in” meant the city planned to physically connect Sunflower Lane to Founders Parkway. Jolene replied the project will not connect the street: "We are well aware that that is not going to be a connected street." She also said she would follow up with more technical engineering detail if requested.

The council approved the amendment 5-0. The approved work funds surveys and analysis needed ahead of right-of-way and intersection work; staff said the amendment covers technical tasks and does not change the council’s earlier direction that Sunflower Lane would remain unconnected to the Founders Parkway expansion.

The amendment amount and scope were recorded in the council packet. No changes to the project design were indicated at the meeting; staff said the change order relates to additional cost for surveying and analytical services rather than a change in the roadway alignment.
