The Pittsburg City Commission on Jan. 28 awarded $223,069 to Foley Cat for a delivered track loader with auxiliary hydraulics, to be paid from a $250,000 allocation of American Rescue Plan Act (ARPA) funds previously set aside for the purchase. City staff said the machine is an eight-year-old unit with more than 4,000 hours of use and includes a three-year/1,500-hour powertrain warranty.
Staff explained the procurement sought a delivered machine within a $250,000 budget and that only one responsive bid was received after a public notice and direct vendor outreach. Staff recommended the purchase over alternatives found on secondary equipment sites, citing the vendor’s warranty and machine condition. The commission approved adding auxiliary hydraulics so the loader can operate a clamshell bucket and other attachments; the department said it will procure some attachments separately.
Commissioners discussed machine usage projections, trade-in and long-term replacement options. Staff said the machine will be used for winter maintenance, loading sand and salt trucks, demolition tasks and as a backup to other heavy equipment. The purchase was presented as a conservative option compared with buying a new loader, which staff said could cost roughly $500,000.
Moved by Commissioner Stu and seconded by Commissioner Chuck, the motion to award the purchase carried by voice vote. The commission confirmed ARPA funding will be used for the purchase and asked staff to monitor utilization and report back if replacement or further capital investment becomes necessary.
