Pittsburg commission approves donated Polaris UTV for police, uses drug-seizure funds for balance

The Pittsburg City Commission on Jan. 28 approved the police department’s request to purchase a 2025 Polaris NorthStar Crew Ultimate utility terrain vehicle (UTV) from Jay Hatfield Motorsports of Frontenac, Kan., for $36,136.97. The Spencer family donated $30,000 toward the purchase; the police department will cover the remaining $6,136.97 from its drug asset forfeiture account.
Police staff described operational reasons for the vehicle, citing a response last October to an assault at the 23rd Street bike trails where emergency responders used a fire-department UTV to transport an injured person from a remote location. The police presentation said officers lacked a city-owned vehicle to move people out of remote trail areas, and the UTV would improve response times and officer access in similar situations.
Lieutenant Chris Moore joined the presentation to answer technical questions. Staff said the approved purchase does not include a trailer; the department has a trailer available through public works for transport outside city limits. Commissioners also approved a waiver of the standard bid process for this purchase.
Moved by Commissioner Doc and seconded by Commissioner Stu, the motion to approve the purchase and waive the bid process carried by voice vote. Mayor McNay and Commissioners Sigley, Brooks, Munsell and Haidt voted in favor.
Police staff thanked the Spencer family during the meeting and said the department will coordinate transport arrangements and any required equipment additions, such as a clamshell or other attachments if operational needs change.
