Committee approves $60,000 construction oversight contract for Kelly Place stormwater Reach 64 work

The Monona Public Works Committee approved a task order for Vierbecker to provide construction observation and administrative services for the Kelly Place stormwater improvement project (part of Reach 64) at a cost of $60,000.

Brad, managing the project, told the committee the work advances a multi‑phase effort begun with preliminary engineering in 2023 and final design in 2024. The construction phase will implement stormwater features intended to meet Rock River TMDL adaptive management requirements and capture most of the phosphorus load for that reach; the project will not fully meet TSS (total suspended solids) removal targets and further projects may be required.

Brad said the current task order includes routine construction observation and administration; one outstanding contract detail to resolve at a pre‑bid meeting concerns bench locations along the pathway. The design preserved bench spaces but staff may defer actual bench installation to reduce maintenance obligations and to avoid creating unintended lingering spaces adjacent to four residential properties.

Committee members asked about subsequent phases; Brad said potential future work includes installations at Frostwoods Beach and Guinequois Park and possible stormwater improvements tied to civic campus redevelopment. The committee approved the Vierbecker task order and will consider bid award in April.
