The Monona Public Works Committee approved a professional services agreement with Bierbacher to complete design and wellhead protection planning for a new municipal water production well (Well 4). The committee noted $148,000 is set aside in the 2025 capital budget for the design phase; construction management services were not included in this agreement and will be addressed during 2025 budget discussions for 2026 construction.
Dan summarized the scope: Bierbacher completed a site survey and initial coordination with the Wisconsin Department of Natural Resources (DNR) to secure the well location. The agreement covers topographic survey, a certified survey map (CSM), right‑of‑way adjustments (including reducing an oversized right of way along Waterman Way to increase park property), pump house and production well design, and wellhead protection planning. Dan said much of the consultant work will occur in 2026, with a subset of items in 2025.
Committee members asked about private utility locates. Dan said utility locates are standard on city projects; the engineer will identify utilities in the right of way and include them in plan sets. Committee members approved the agreement; the motion carried.
Ending: Staff will return later with construction management services for the 2026 capital program and bring location review back to the committee and city council before final siting and construction.
