The Lake Charles Harbor and Terminal District on Jan. 30 approved two contracting items: a three-year extension of brokerage services with Gallagher Insurance and a professional services agreement with T. Baker Smith for design of the City Docks paving rehabilitation project.
The actions secure continued insurance brokerage support and advance design work for dock pavement repairs, both described by staff as routine steps to support ongoing port operations and construction projects.
The board approved an extension with Gallagher Insurance for brokerage services that traces to an agreement first entered in March 2021. Executive staff said the fee quoted in the 2021 agreement has “remained flat,” and Gallagher representatives praised the port’s data improvements and resilience work, which they said helped place the port favorably in the global insurance market. Nancy Sylvester, a Gallagher representative, told the board, “Part of bringing the dollars down was improving the data marketplace. Data means math. So check that box.” Gallagher representatives also thanked port leadership and staff for their cooperation and hardening efforts.
Commissioners discussed the extension briefly. One commissioner said the port’s capital improvements and resiliency work contributed to lower insurance premiums, noting the port had saved “several hundred thousand dollars” on premiums while receiving greater coverage. Following a motion and second, the board voted to approve the extension; the transcript records the motion passing with no recorded objections.
The board also authorized the executive director to enter a professional services agreement with T. Baker Smith for design services for the City Docks Paving Rehabilitation Project. Staff reported the procurement followed the port’s procurement policy and recommended awarding the contract to T. Baker Smith for a fee of $289,000 plus a $58,000 contingency, for a total not-to-exceed amount of $347,000. After a motion and second and no recorded objections, the board approved the contract award.
Both items were presented by staff and passed by voice vote with no roll-call tallies recorded in the transcript. Staff said they will proceed to finalize the respective agreements and begin the next contract steps.

Baker Smith for City Docks Paving Rehabilitation Project, fee $289,000 plus $58,000 contingency (total $347,000) — approved (no vote tally recorded).
