The Valley Center City Council approved a lease agreement that will allow the Valley Center Recreation Commission to lease and operate the city-owned recreation center adjacent to the middle school.
City staff said the agreement establishes operational terms and that the city owns the building while the rec commission will operate it under a lease. The staff presentation noted that the rec commission purchased equipment separately and that the agreement currently contains a temporary note for debt-service participation; an exhibit with the permanent financing schedule will be added later once permanent financing is in place.
Council members praised the partnership and noted the rec commission will help offset debt service with user fees; staff said the rec commission is responsible for day-to-day maintenance and has its own maintenance staff but that the city and school district will collaborate when necessary. The council approved the lease agreement by motion and vote. Staff announced a ribbon-cutting and open house scheduled for Feb. 22 with an open house from 9 a.m. to 11 a.m. and a ribbon cutting at 11 a.m.
