Valley Center approves 2025 RFPs for roadway upgrades and annual water well services

The Valley Center City Council approved two requests to advertise and collect proposals for 2025: a roadway upgrade RFP for 2-inch mill-and-overlay work on selected streets and a water well services RFP to clean and maintain each of the city's three raw water wells annually.
On roads, staff described a three-phase strategy to start on the west side of town and work eastward. The RFP covers a two-inch mill and overlay on Third Street between Sheridan and the railroad tracks and all of Ash Street between Fifth Street and Maine. Staff said curb and gutter replacement may be required in some sections after snow and ice melt, and that separate bids for crack sealing, overseal and striping may save money compared with subcontracting.
Council discussed when a mill-and-overlay would be insufficient and a full-depth replacement would be required; staff said full-depth replacement would necessitate returning to curb, gutter and grading standards and is considered a different maintenance category.
On water, staff explained the city’s current practice of servicing one well per year (three-well rotation) and recommended moving to service each well annually so pumping performance is better maintained as the new water treatment plant comes online. The water well services contract will be a one-year term, renewable by mutual agreement for up to three years.
Council approved motions to advertise both RFPs on voice votes.
