Planning board backs rezoning at 328 N. Birch for fourplex development, 4-2

The Valley Center Planning and Zoning Board voted 4-2 on Jan. 28 to recommend that City Council rezone 328 North Birch from R-1B (single-family) to R-3 (multifamily residential).
Applicant Jordan Noon told the board he plans to construct one fourplex on the lot. "My plan is to build 1 fourplex. 1 fourplex. 1 unit, 4 doors," Noon said. Planning staff noted nearby blocks already include multifamily zoning and uses, that the comprehensive plan supports increased housing variety, and that the applicant's proposal would include off-street parking.
Several nearby residents spoke in opposition during the public hearing. Kit Noah, who lives at 329 North Birch directly across the street, said previous occupants of the site generated heavy on-street parking and that the neighborhood is narrow at that location: "It was very congested, and it was dangerous if there were kids playing," Noah said, adding that his family is opposed to the rezoning. Other residents raised similar concerns about more vehicles, alley wear, and potential impacts to property values.
Board members discussed parking standards and the difference between on-street parking allowances and off-street requirements for new construction. A member noted that a rezoning recommendation would send the matter to City Council, which must adopt an ordinance to change zoning. After public discussion, the board voted 4-2 to recommend approval; the motion carries the recommendation forward to the City Council for final action.
