Minot officials briefed on North Dakota bills affecting property taxes, housing grants, public meetings and local authority

Minot city officials received a roughly one-hour legislative briefing on pending North Dakota bills that could affect local property-tax assessment methods, housing grant allocations, hub-city oil-tax payments, public meeting rules and limits on local regulatory authority.

The presentation, led by Sam (staff member), summarized bills scheduled for hearings in the coming week and flagged several measures with direct or potential impacts on Minot. "The idea behind the bill is . . . to strengthen public participation rights," Sam said while describing one proposal that would require public comment periods at public-entity meetings; he also noted Minot currently allows public comment and therefore would likely see limited operational change if the bill becomes law.

The nut of the briefing was that a cluster of tax and housing bills could materially affect city finances and residents. Sam highlighted a Senate housing appropriation that would allocate $50 million from the State Investment Fund to the North Dakota Department of Commerce for affordable-housing infrastructure. The briefing summarized the bill's planned distribution: $10,000,000 for communities under 5,000 people, $20,000,000 for communities between 5,000 and 20,000, $15,000,000 for communities over 20,000, and $5,000,000 for certain rural metropolitan areas; communities over 20,000 could receive a maximum grant of $1,500,000 and awards would require dollar-for-dollar local matching.
