Commission approves cleanup to LDO hierarchy to add MXD-4 and rename flood hazard district

The Leawood Planning Commission on Jan. 28 approved a housekeeping amendment to the Leawood Development Ordinance (LDO) that moves the newly created MXD-4 mixed-use zoning district into the ordinance’s hierarchy table and clarifies the special-purpose district naming for flood hazard areas.
Planning staff explained the amendment does not change the substantive text of either zoning district created in 2024; rather, it corrects the ordinance’s hierarchy table so the MXD-4 (a mixed-use district with a four-story maximum) appears in the proper place in the sequence of districts from most to least restrictive. Staff also proposed replacing the term “flood hazard overlay” with “special flood hazard area” in the hierarchy to match language adopted earlier in 2024 when the municipality revised flood-hazard regulations.
Staff said the change is a cleanup item to ensure the hierarchy table aligns with prior 2024 amendments and that no new use permissions or height changes are being proposed. The commission opened and closed a public hearing with no public comments and voted to approve the amendment; the motion was made by a commissioner and seconded, with approval recorded and the LDO amendment to be forwarded to the governing body as appropriate.
Staff emphasized there are no textual changes to MXD-4 or the flood-hazard rules as part of this amendment; the effort is to maintain internal consistency of the LDO’s tables and naming conventions.
