Leawood council approves RFP to update comprehensive plan and Land Development Ordinance

The Leawood governing body approved issuance of a request for proposals (RFP) on Jan. 21 to update the city’s comprehensive plan and its Land Development Ordinance (LDO). Staff said the comprehensive plan was last substantially updated in 2001 and the LDO in 2002.
Planning staff member Julie Hurley said the work will include robust public engagement, outreach to residents, business owners and developers, and will produce goals, objectives and action steps that will be translated into code changes in the subsequent LDO update. “We are bidding this together to have one consultant group do both of them,” Hurley said, noting that the approach will keep the documents cohesive.
Hurley told council the budget for the combined project is $300,000, and staff will post the RFP next Monday, with proposals due in March and a planned kickoff in June. The planning commission had reviewed the RFP and recommended that staff issue it.
Councilmember Robert Zippold (questioning procedure) asked whether the process would be a qualifications-based selection followed by fee negotiation; Hurley said the RFP will be structured as a request for proposals and that the budget figure is included to guide firms on the scope. Councilmember Mary Larson and others emphasized attention to North Leawood redevelopment and protection of neighborhood character as priorities to include in the scope.
The council moved and seconded the item and approved issuance of the RFP unanimously.
