Leawoodofficials told the governing body that federal funding for the Tomahawk Creek Parkway project has been obligated and that construction activity should begin within a week, and the council approved staffselection of Kaw Valley for consultant inspection services.
David Lay, chair of the Public Works Committee, said the federal portion of the project had been paused and unpaused but that the funds have been obligated: "In my understanding, the state actually has our 3,760,000. So once we start invoicing them, we will see we'll start receiving that funding back." Lay said Johnson County is contributing "right around 4.4" million dollars from county tax revenue.
The council accepted a public works project update that outlined the first construction tasks: flood-bench work in the creek, stockpiling material for reuse on the roadway (Lay said about 75% of that material can be used), closing the northbound lanes of Tomahawk from 115th Street to College and repair work on the creek bed to improve stormwater conservation. Lay said trail closures will affect the trail between roughly 119th Street and College through about mid-April; roadway work should be largely completed by early to late November with final landscaping and project completion around Dec. 5.
Public outreach for the project included public meetings, postcards to adjacent property owners, letters to property owners, trail and park signage and email communications coordinated by staff and Councilmember Galliard, officials said. Brian Scoville and Sean Johnson were identified as staff managing the project.
On the agenda the governing body approved the Public Works Committee recommendation that staff select Kaw Valley as the construction inspection consultant; the contract scope and fee will return to the council for approval. The motion to forward the staff selection passed unanimously.
The public works project update and the consultant selection were approved by voice vote; the record shows unanimous approval by members present.
