BZA approves privacy screen replacement at 14100 Howe Drive; owners to install 5-foot screen

The Leawood Board of Zoning Appeals approved an exception Jan. 22 to allow replacement of a deck privacy screen at 14100 Howe Drive.
Staff said the owners are replacing an existing deck and requested an exception for what staff described as an existing legal nonconforming 7-foot wall in the same location. Applicant Roger Edgar told the board the house fronts Mission Road and the existing deck provides privacy; he said the owners plan to replace the deck and, if granted an exception, would install a 5-foot privacy screen rather than a 6-foot wall. "What we're really talking about here is a privacy screen that sits on the deck and provides privacy as you're sitting on the deck," Edgar said.
The owners noted the house sits diagonally on the lot and receives strong southwestern sun; they also said the recently widened Mission Road and new sidewalk make a privacy screen desirable. After a motion citing LDO section 16-4-9.5(a), the board approved the exception by voice vote. The applicants will be notified in writing and must proceed through the normal permitting process.
