Finance committee approves construction master agreement, property mitigation awards and utility task orders

The Diversion Authority Finance Committee on Jan. 22 approved a set of contracting actions to support property mitigation, utility relocations, P3 oversight and annual audits.
Paul Barthol, presenting the contracting packet, described five items: a master agreement for construction services (standard master agreement with $0 budget until task orders are issued, effective through June 30, 2027); Task Order 14 Amendment 0 (property mitigation) with a low bid from Schmidt and Sons for $230,668.75; Task Order 3 Amendment 0 with Xcel Energy to provide gas service to Savage O Farms as part of a relocation agreement; Task Order 6 Amendment 13 with CH2M Hill/Jacobs for P3 procurement support, adding approximately $667,000 to close out 2024; and renewal of the annual audit engagement with Ida Bailey for authority audits (audit spend was just over $20,000 in the prior year).
A motion was made to approve items 8A, 8B, 8D and 8E together and to consider 8C (the Xcel Energy task order) separately; the committee approved A, B, D and E by roll call. Contracting action 8C (Xcel Energy task order) was then moved, seconded and approved by separate roll call. The procurement staff noted that master agreements remain open until task orders are issued and carry a $0 budget line until work is assigned via those task orders.
Barthol said the Task Order 14 award addresses a homestead near County Road 16 with multiple large agricultural structures; three bids were received and the engineer’s estimate had been about $280,000. He said the Schmidt and Sons low bid of $230,668.75 was recommended for award. The Xcel Energy task order was presented as a lower-cost alternative to an MDU estimate that had exceeded $1 million for the same work.
The committee also approved a task order amendment with CH2M Hill/Jacobs adding roughly $667,000 to cover additional oversight, commercial letters and field staffing tied to more structures than originally anticipated and some early quality issues. Finally, the committee re-engaged Ida Bailey to perform the authority’s annual audits, citing the firm’s familiarity and a prior-year audit spend of approximately $20,000.
All four items in the grouped motion (A, B, D and E) passed on the roll call; the Xcel Energy task order (C) also passed on a separate roll call. The committee recorded no substantive debate that changed the scope of the recommended awards.
