After staff described the bill’s purpose and the dash‑1 amendment, Vice Chair Thatcher moved to adopt the amendment; the committee adopted it without objection. Vice Chair Thatcher then moved Senate Bill 520 as amended to the floor with a due‑pass recommendation and prior reference to the Joint Committee on Ways and Means. Senator Mark Smith, who spoke in support, thanked the committee “on behalf of the veterans in Coos and Curry counties” for helping secure transportation to VA services.
The committee held a roll call vote on the motion to move the bill to Ways and Means; Senators recorded as voting "aye" included Senator Meek, Senator Brock Smith, Senator Woods, Vice Chair Fischer and Chair Manning. The chair announced the motion passed and the bill was referred to the Joint Committee on Ways and Means.
