Subcommittee okays retroactive application for emergency management nonprofit security grant

The Public Safety Subcommittee on Feb. 6 approved retroactive permission for the Oregon Department of Emergency Management (ODEM) to apply for a federal grant to provide security enhancements to nonprofit organizations, including houses of worship and community organizations.
Sei Chiratore of the Oregon Department of Emergency Management told the committee the grant carries few downsides for the state or subrecipients: the grant allows the state to use up to 5% for management and administration and does not require nonprofit subrecipients to provide a match. "We don't have to take it out of the hide to move the money quickly and carefully," Chiratore said, adding that nonprofit recipients often lack budgets for cameras, vehicle barriers, mylar, and notification systems.
Department of Administrative Services financial staff and Legislative Fiscal Office staff recommended approval of the request. The committee moved to approve the Legislative Fiscal Office recommendation; the motion passed with no recorded objections and the chair carried the motion.
