Under the guidelines discussed, outside groups would submit a short application that staff would post with the meeting agenda; the board agreed a typical presentation should be time-limited to 10 minutes with five minutes for questions. When an issue has a clear, contested public divide, the board said it will invite opposing perspectives when feasible; the board also acknowledged staff cannot always identify or arrange a counterpresenter.
