The Lexington County Planning Commission approved a variance to allow an existing ingress/egress easement to serve an additional landlocked parcel on property owned by Christopher and Elizabeth Bullock.
Planning staff explained the Bullocks own a roughly 9-acre parcel on Woodford Road; earlier gifts in 2019 created a landlocked 1.95-acre parcel accessed by a 20-foot easement, and a 2024 plat widened that easement to 50 feet when additional acreage was conveyed. The current request would allow a proposed 1.5-acre parcel to use the same easement. In a written statement, the Bullocks said the northern portion of their land is a deep gully with flooding and not suitable for building; the 1.5-acre area identified is the only buildable location. The letter also noted one intended recipient is a disabled veteran.
Commissioners found the property's topography and flooding risks constituted extraordinary and exceptional conditions, and that strict application of the access policy would unreasonably restrict reasonable use of the land. A motion to approve the variance passed unanimously. Staff will record the variance and related plat documents as the owners pursue the gift transfer.
