LEXINGTON COUNTY ' The Lexington County Committee of the Whole approved a series of resolutions, contracts and development recommendations during its meeting, including a contract extension for curbside trash service, a one-year electronic-waste agreement, a municipal annexation request and a residential subdivision concurrency recommendation.
The committee unanimously adopted a resolution recognizing the South Carolina Poultry Festival as presented in the meeting packet. "Resolution passes," the chair said after a voice vote.
The committee then approved a county contract for curbside trash service with Tyler Sanitation for Solid Waste District 4, with the contract period set to begin April 1, 2025. A council member moved for approval and another seconded; the motion passed by voice vote.
Solid Waste staff presented a one-year service agreement with Dynamic Lifecycle Innovations to process the county's electronic waste for recycling. The staff described the agreement as a service arrangement (not a multi-year contract) with an approximate annual value of $15,000, and explained that Republic Services stores collected electronics until Dynamic Lifecycle schedules pickups. The committee approved the service agreement by voice vote.
Planning staff presented the Edmond Highway Residential Subdivision concurrency questionnaire submitted by Lexington School District 2 and the Planning Commission's recommendation. The proposed single-family development lies on 78.68 acres on the north side of Edmond Highway and proposes 193 units (2.45 dwelling units per acre gross; 4.61 du/ac if open space and infrastructure were hypothetically removed). Staff said the developer proposes roughly 35.9% dedicated open space, above the 20% minimum; build-out is estimated in four phases over about four years. The Planning Commission voted unanimously on Jan. 16 to recommend council consideration; the committee approved the concurrency recommendation.
The committee also approved Resolution R2502, a town-initiated annexation request from the Town of Pillion for approximately 3.09 acres adjacent to the Pillion airport; staff said the annexation is intended to make a parcel contiguous for the town's future annexation plans and potential commercial use.
Ending: All listed items were approved by the committee and will be reported to full council. Staff will proceed with contract finalization where applicable and with the development review process for the Edmond Highway project.
